With constant improvement of the theories of GIS and computer science technology rapid development of technology,the technology of GIS has widely applied to all the current fields related to spatial information beyond the initial limited field.Moreover, the community's understanding of geographic information systems, general increase in demand for a substantial increase, resulting in a geographic information system applications to expand and deepen [21].For the dangerous meteorological disasters and weather services of monitoring and fully benefit from the research methods and results on the basis of gis and technology into weather, the weather service to the various graphics, images shown in the form of using GIS and then use GIS software is a powerful spatial analysis capabilities, combined with statistical analysis of the information, through the GIS platform, the final completion of meteorological services monitoring.Practice shows that GIS-based weather service monitoring and management platform is based on artificial monitoring, the more fast, efficient and can replace the traditional made on monitoring, particularly in major disasters or bad weather, weather service and efficiency more important.This paper analyzes the recent real-time monitoring systems and geographic information system (GIS) development, about the GIS-based weather service monitoring and management platform, technical route, functional requirements, design principles, functional design, system implementation and operation, etc., discussed GIS-based weather service monitoring and management platform of the construction process, the article through the GIS, database, WMI technology, J2EE technology, the use of B / S + C / S hybrid architecture to handle the vast amounts of meteorological data in different data sources, and to show their unity in the WEB page.
