The reform and open-door policy in China has brought unprecedenteddevelopment and prosperity to the science of management in the past two decades.Public administration that is characterized by quantitative management arises at theright moment. It has formed a sound course system, has begun to draw socialattention and has found favor in public department."Theory is in the color of gray, however, the tree of practice is ever green."The practice of public administration requires relevant theory, however, the socialcondition and foundation of quantitative management in public department have notbeen established. The phenomena of equalitarianism, such as messing together and"big-pot" distribution system, still exist in management, personnel and distributionsystems, which result in overstaffed organs, inefficiency and impulsive style ofwork. This does great harm to the efficient operation of public right. Therefore, to fitin with the needs of market economy, it is critical to fasten the research andapplication of quantitative management model in public department.The author of this paper has been in charge of the work in the Dagang DistrictNews Center. I focuse on solving real problems and use public management theory toinstruct quantitative management practice. I try to have a breakthrough at the linkingpoint of theory and practice by clarifying post duty, establishing quantity standard,quantified post aim and constructing distribution model. In the past two years,quantitative management system has played a good role in the inner coordination.The newspaper and network quality has been increased, self-manage awareness ofthe staff has been improved and the items of management work have been put on thesound track. Directing at the weak point and negative effect of quantitativemanagement, Dagang District News Center arises new reasonable suggestions,tries to win policy support and creates positive official environment at one hand;optimizes digital target management system, emphasizes the coordinating role ofcontribution coefficient, management lever, begins to develop digital managementsoftware and fastens automation procedure of quantitative management at the otherhand.Dagang District News Center Quantitative Manage Practice and Research hasdone beneficial attempt for the deepening of quantitative management reform inpublic department and it has studying and lessoning meanings to the construction andpromotion of new public administration system.
