Along with the development and prevalence of Internet, data capacity increases quickly. When backbone network is gradually consummated, access network has become the bottleneck of service access. EPON (Ethernet Passive Optical Network), just like ATM-PON (ATM Passive Optical Network), is another new technology used to resolve user access network which has been paid widely attention. EPON has been considered one of the best solutions about access network because it is accordant with standard Ethernet which now is used widely in local access network.EPON is one new solution for optical fiber access network. It has a Point-to-Multipoint Architecture and provides Multi-Service such as data service, CATV and VoIP basing on Ethernet. It combines the advantage of PON technology and Ethernet technology. With its feature of high bandwidth, low cost and being used and updated easily, EPON is the best solution for fiber access network. In EPON system, OLT (Optical Line Terminal) and ONU (Optical Network Unit) are the key parts. To good management and distribution of these components to ensure EPON network stability, efficient and accurate operation, providing an effective network management system, it is particularly important. The paper designs and realizes the EMS (Element Management System, a network management system) based on the needs of EPON management which used to manage and improve the network performance .Research carried out mainly in the following aspects:(1) The first section introduces the structure of EPON, depicts the demand of access network management, and analyzes the difference of three kinds of broad-band access network management solutions. It gives detailed information about SNMP standards from three facets which are management protocal, management information structure and management information base.(2) The second section gives EPON network characteristics and architecture, describles the EPON network operating principles and data transmission on the way. It also expounds the network management requirements and compares several acess network management solutions. In accordance with the structural characteristics ofEPON, the paper.introduces SNMP sending and receiving of information flow.(3) The EMS is modularized to meet the founctional needs. We complete the design of system after providing the analysis for all the three modules, namely the interface, data processing and SNMP operations. All of the functions of EMS (EPON network management configuration management, performance management, security management and fault management) are realized on the certain equipments.(4) The local data collection is divided to two parts, namely static data and dynamic data. Since the processings for different data storage are different, we reduce the frequncy of information management-retrieval agent and raise the efficiency and stability of SNMP.
