With the speed-up of the present information technology, computers have been applied in education management departments of all levels to a certain degree. Educational administration is playing active roles in office duties of higher education. Tibet University, as a developing college, the implementation of digital educational management is a necessary trend.Aiming at academic management pattern and management operation flow of Tibet University, and Combined with practical demands pf credit-based system of academic year educational administration, an education administration system fitting to Tibet University . is developed. In the progress of development, according to software development ideas, methods of software engineering, the functional requirements of system are analyzed, subsystem partition is made and an overall design of system is made in two aspects: system functional structure and system technical structure.The paper focuses on the design and implementation of elective course management subsystem. The design of subsystem is based on J2EE architecture. J2EE is a perfect platform and it attracts many developers to use it because of its independence of platform and maneuverability. Requirements of elective courses management subsystem are captured by using visual modeling technique UML. Based on these requirements, collaboration chart, sequence chart and etc of student course registration and information query are given as examples, which make the course of development particular and definite, improve the efficiency and shorten the time of development. In this paper, finally, using techniques such as JSP, Servlet, JavaBean, JDBC and database SQL Server 2000, implementation of elective courses management subsystem is completed. The subsystem is designed as three tiers in B/S model: Client tier, which is used to provides web-basedpage to user's browser;business tier in which elective course managements is handled and data tier which is used for data storage. User operates the system through web browser.
