With the rapid development of mobile communications, people not only need text, voice, image, but also need multi-media information. The 3G is not only come from TDMA, but from CDMA, which make the transmission rates reach at least 144K. According to the ITU-T, the translate rates of 3G must arrive at 144Kbits/s in the house at least, but the rates may arrive at from 384K to 2M in the various technology. Under the surroundings of 3G technology rapid development, mobile operator may service for mobile clients wherever and whenever. Mobile streaming media plays an important role in the various mobile increment applications which is different from 2G. Wireless channel has the characteristic of high VBR, high transmission delay and varied transmission rate.Base on above all, this paper analyses several key technologies of mobile streaming media server. At first, the paper analyses the steaming media service of 3GPP, which have a look of the Mobile streaming media requirement of 3GPP.Secondly,the paper analyses the several key technologies of mobile streaming media server in particular, including mobile streaming media transmission control protocol(RTP,RTSP,RTCP) mobile streaming media encoding and decoding (MPEG-4).Thirdly the paper analyses mobile streaming media QoS control strategy including mobile streaming media QoS research background, mobile streaming media QoS control strategy on the application level, and put forward a end-end QoS control strategy of mobile streaming media. In the end, the paper analyses the performance test of mobile streaming media server, and the test result.
