Research And Design Of Intelligent License Plate Recognition System On Intelligent Transportation System

With the quick increase in vehicle quantity, it becomes more and more important to improve traffic management and the efficiency of roadway use. How to make an efficient transportation management has become the focus of the government and the departments concerned. In view of this problem, various intelligent transportation management systems (ITS) are created or in the development. As the important part of the ITS, Electronic Toll Collection(ETC) refers to the process when the car pass a toll station in high speed it can automatically complete recognizing, filing, registering and charging for vehicle license plates.This paper introduces ETC with two parts: hardware and software. Hardware includes loop inductances, inductors, camera lens, visions, image cards, lamp-house and computers. Software includes license plate image-recognition programs. License plate image-recognition programs are the key part of the ETC. This paper discusses its principle in detail. Concerning license plate locating, character segmentation and character recognition, this thesis designs and analyzes its related theories and calculating ways, then puts forward a viable project.As the key part of ITS, the license plate auto-recognition technology is on the basis of existent checking system and the advanced technology of license plate auto-recognition. The application of this technology will be propitious to reduce misoperation of operator, put an end to the artificial charge at will and make the amount of money charged not to run off. It can also improve the working efficiency and the autoimmunization level of the toll station.
