With the prosperity and development of the national economy, the ownership of vehicles have a continuously booming growth in China,which brings about that the traditional technology of parking lots can not any more be suitable for the situation.Especially after 18th National Congress, concept of smart city has been promoted.convened and actively promoted the wisdom of the city. It is important for the promotion of smart city that we work out new solution for the intelligent parking.At present, the problems of traditional parking technology mainly occurred in:Unnecessary occupation of road because of that difficulty for drivers to get the location of under medium-sized parking, in especial small one, which brings with the unnecessary occupied of road traffic. Above all, in the parking lot collection toll system, the traditional manual registration and charging methods are such inefficient that result in a large extent increase of travel time and energy consumption, and traffic jam on urban road, especial in peak time. Based on DSRC, ETC can relieve the traffic pressure to a certain extent, but speed restricted by DSRC is too high for the information interactive objects. And there are some other key elements causing problems in ETC, such as prepaid card line activation and recharge, real-time transaction and hardware costs. In order to meet the demand, integrate the new general requirements of intelligent urban development, this paper design and research some key technologies of the intelligent parking lot toll system.1) Intelligent terminal client. The intelligent terminal client is designed to realize the information maintenance functions, such as user account management, vehicle and its payment authorization, parking behavior record, and the auxiliary functions to relieve road traffic pressure, such as vehicle parking inquiry, positioning and navigation;2) Parking charge system. This paper designs and implements the parking charge system to achieve the car park parking information extraction and recording,secondary development and design based on the license plate recognition technology of the third-party open-source SDK have been done, as well experiment and research;3) Multi-mobile payment platform Analysis. According to the current consumption patterns of the market users and parking characteristics, design and implementation of a multi-mobile payment platform have been done in this paper. It introduces mobile payment technology with analyzing commonality and personality,about data model, encryption, encapsulation structure and communication. Paper mainly research on domestic mainstream mobile payment platform like Alipay payment, WeChat payment and Apple Pay;4) Operation center system. The operation center system is established, which achieved the dynamic mapping between the vehicle and the payment user, and the mapping between the payment user and payment method, as well completes the experiment and verification of no-stop automatic payment and related function;In this paper, some key technologies of intelligent parking lots are analyzed and and simulated. According to the results, this technique can solve the problem occurred in traditional car park. The feasibility of the program, the actual construction of indesigned. Furthermore, intelligent terminal-based automatic stop-payment system is designed telligent parking lot has a positive meaning.
