With the development of network technology, it connects with the Remote Monitoring and Control technology intensely. The Remote Monitoring and Control technology is applied more and more broadly, which plays an important part in the areas of traffic systems, industry, medical science, family automation, etc. So it is extremely important to study how to realize the Remote Monitoring and Control technology under the environment of Internet.Based on studying the main parts and some key technologies of the Internet-based Remote Monitoring and Control system, the fundamental models of three layers of structure is brought forward at first, introducing the structure designs of each layer detailedly. And such key questions of system realization are analysized detailedly as the network fusion of control and information, the timing of Remote Monitoring and Control system and its network safety. The relevant solutions are also brought forward. Secondary, combined with the reality of Ma River reservoir, through comparing the different structures, the model of Internet-based reservoir Remote Monitoring and Control system is designed, analyzing the systematic frame of soft, hardware structure and the composition of functional pattern. The effective realization of network integration of control and information by adopting the industrial Ethernet is suggested, as well as the methods of resolving the problem of Remote timing communication by applying the technology of connection of ActiveX and Socket.On one side, the purpose of this subject lies on construction & analysis of Remote Monitoring and Control system and discussion of some key problems during the process of realizing the system. On the other hand, through studying this subject, certain use & help are provided on developing other systems with similar characters in theory and reality.
