Mobile communication and Internet both are the fastest-growing directions in communication area. Mobile communications equipment with access to the Internet has become a pressing need. Therefore our life and studying way are changing quietly; the studying way which happened anytime and anywhere under the support of mobile communication technology is accepted by more and more people. At home and abroad, a lot of research organization has begun to study each direction of mobile learning. But, the development of mobile learning content has not accepted just attention. At present, the studying resource is aimed at the wired network environment mostly. As we all know, in the wired network environment we don't need to consider excessively about bandwidth and delay, computers process powerful capacity and memory. But in the mobile communication, because of mobile communication standard, terminal data format, the diversity of display mode, particularly limited to the handling capacity, memory and display of the mobile terminal equipment, the result has been in the mobile learning application, we cannot no longer use the studying resource of the fixed distance learning in the mobile learning application.This paper deals with issues related to mobile learning from theory, technology and application. Firstly, it defines mobile learning according to its features and nature based on the study status at home and broad, and puts forward the needs of mobile learning content design through the study of mobile learning main research direction; secondly, it analyses the principle of the support technology using in the mobile learning realization, and chooses the right support technology using in this software; thirdly it analyses the principle and element of the mobile learning content design from the point of application, and as guidance for design and modeling using the UML modeling tools for mobile learning content application software; Finally, in the last part of the paper I try to develop a J2ME-based platform for mobile content application software—E-Lianliankan. And evaluate its performance. At the end of the paper it summarizes the results and inadequate of the study, and prospect of the follow-up possible research direction.
