The Public Key Infrastructure (PKI) has provided a foundation security platform for the electronic government affairs and electronic commerce using the digital certificate service, The certificate registration is the premise which the certificate produces, the certificate registration usually uses an independent Registration Authority (RA) to complete, RA had guaranteed the certificate produces authenticity, security and quickly.However, along with the PKI technology at the mobile electron government affairs and in the migration electronic commerce application, the traditional certificate registration plan applies the wireless domain to have the mobile termination computation ability weakly, the memory property low, the network limited and so on the difficulties.Smart card in PKI application has provided a feasible plan for the certificate registration in the wireless domain realization, but facing the massive Public keys computation and the massive certificates memory, at present the smart card computation ability and the reserves still could not meet the needs.Based on the above reason, this Paper unifies the registration system in mobile police service system concrete application, aims at questions with emphasis and so on present smart card computation ability insufficiency, proposed set of improvements safe registration plans based on smart card, the plan first introduces the trust matrix the concept, uses the RA computation trust matrix, the mobile termination smart card saves the trust matrix information and uses the thought of the partial HASH value verification thought in advance, reduces the smart card the computation order of complexity and the certificate pre- storage quantity, thus enhancement mobile termination registration, authentication efficiency.The plan key has also carried on the design to the certificate registration safety mechanism. I design the CMP protocol proposed in view of the registration information update on-line, and has proven its security with the BAN logic. Finally, I according to the improvement plan to design and to implement the mobile police registration system, thus has confirmed the plan feasibility.
