Video Surveillance System is an integrated system that uses the modern advanced computer technology, high-speed stability and digital video transmission technologies. Since it coming into beings, the Video Surveillance System is used widely in many fields because it is intuitive, convenient, rich content and information. In the field of video monitoring, the surveillance technology is getting digital ,networked ,and intelligent. As an important part of the monitoring system, the expressway video surveillance system plays a pivotal role in the traffic management system. Expressway Video Surveillance networking technology is the integrated use of the digital image coding, communication networks and industrial control.MPEG-4 formally became international video standards in 2000. MPEG-4 compression standards are different from other standards, MPEG-4 is not only specific compression algorithm but also at the digital television, interactive graphics applications, interactive multimedia, and other integration and the demand compression technology developed by international standards. MPEG-4 standard will integrate numerous multimedia applications in a complete integration within the framework of applications for multimedia communications and environmental standards algorithm and provide tools to be established a multimedia transmission, storage, retrieval, and other applications commonly used by the unified data format. MPEG-4, is the concept of using the objects. Before compression we should distinguish the some major items from the film. After the Decoders receiving the information, it should separate the film into different items at first, and then combined the different items in accordance with their respective format decoder and the relationship of time and space. Thus MPEG-4 introduces many new compression technologies to different items. For some voices, it can be divided into natural tone, voice and sound synthesis. According to different imaging characteristics it can have 5 kbits / s to 10 mbits / s data volume. It describe video compression coding standards and its different from other standards and relationship between them in detail. It proposed the realization scheme of coding and decoding based on the MPEG-4 standard, in the Linux operating system, using the VM chip MPEG-4 to realize video monitoring system, and discuss the codec module and the design of software modules and Web server design, and the it shows the product's functions and indicators. In this paper, the video surveillance system C / S mode server-side management software is researched, it can remote device to be completed basic information for the setup and equipment condition monitoring. The paper completed the design of three modules: the main window, added equipment modules and inquiries equipment modules. The main window can monitor the whole macroeconomic dynamic link library equipment; added equipment modules responsible for the addition of equipment to the dynamic link library equipment and adding new equipment; inquiries equipment module function can be refined as follows: On-line inquiring equipment, procedures for running state, inquiring codec running state ,inquiring player state and inquiring codec parameters. In the experimental test, it can reach the MPEG4 video surveillance system functional design requirements. System hardware design based on Vweb2010 hardware solutions with high reliability, and low cost advantages, the system tested to meet the design targets. Finally, on a summary of the work done. This paper has very important significance to the highway development in Jilin Province: First, it meets the Expressway Authority's monitoring center demands of the dynamic real-time remote monitoring and control purposes. It can meet the traffic management standards in the field of practical requirements. Secondly as the most important intelligent transportation information platform, it is the first step towards highway ITS that video surveillance (traffic surveillance and traffic control) and traffic management information automatically. At last it could extend to other application areas, which have greatly increased the level of management efficiency and automation, such as large-scale industrial production, banking, electricity, Intelligent Community, and public security system.There are many advantages in Using MPEG-4 video surveillance system to realize the monitoring system, such as technologically advanced, high stability, scalability, and easy-to-use and the pictures are clear, safe and good adaptability. Of course, it also needs to be improved, for instance, image monitoring function that should improve monitoring points and the camera preset, image capture, automated inspection, and other functions; alarm function should increase the fire alarm and police as linked, equipment linked , and other functions, system management capabilities should improve the system log, system performance and other functions.The innovation in this paper is using VM chip MPEG-4 video surveillance system to realize the monitoring in the Linux operating system. Its intuitive, convenient, rich content and information maked it easily used into highway monitoring system widely .It used the advanced MPEG4 compatible software decompression technology for networked computers without installation Image Decompression Card or other hardware devices, using computer processors, high-quality images can be completed decompress and display not only save costs, but also simplifies the installation and maintenance.Research work in the future visions and perspectives: we should exploration and practice data, voice, image, "triple play" further; solving the compression ratio result of a large number of high bandwidth communication for video transmission problems; promotion and application of multi-level video surveillance network and to consider Gigabit fiber network building.The highway video surveillance network proposed in this paper has been applied in Jilin Province. Practice has proved that it not only has the video image clarity, and strong interference capability, image transmission advantages of a large quantity, but also rely on communications systems, fiber-optic network systems, broadband transmission played a real advantage, it has a network video monitoring system, traffic to the current digital networking and intelligent trend of development in Jilin Province.The research projects in the highway for the scientific management provides a reliable and effective technical means, will certainly promote the vigorous development of the cause of highway.
