It helps a lot to reasonably make and use financial budget. Because of the increasing need for data processing and consequently the need for real-time and sharing of data processing, office automation and web, the previous financial budget made by hands or Excel has been out of date. Therefore, a new system must be developed to meet the needs.The paper using Rational Unified Process (RLJP) as software development method and using unified modeling language (UML) for the analysis and design description language.The system applies J2EE technology, which mainly consists of JSP,Java Servlet and EJB(Enterprise Java Bean) by using the frame of B/S+MVC. J2EE is a standard architecture, which can distinguish the business logic from the display logic. The application server provides series of basic services as business administration, multithreading, distributed programming, bugger pool, etc. MVC frame is a relatively mature mode based on distributed business processing and is liable to be extended and maintained. It can separate view, business processing and data control, which seems especially important for the complicated data in financial administration.The paper talks about the developing background and the current situation at home and abroad, the main problems to be solved and the system on the whole. It details the designing mode of and reason for the system frame, business analysis, flow design, function structure design, data structure definition. The last part is the summary and prospect of the program from the aspect of business and technology.
