| The Sixteenth National Party Congress has promoted a new conception called political civilization. Jiang Zemin put forward that developing socialist democracy and establishing a socialist political civilization are an important goal for building a well-off society in an all-round way. Political institutional improvement, as an element of political civilization work, should be given top priority. As the specific functions and natures, our supervision by new media plays a proactive and important protective role in the harmonious development of political civilization. On the contrary of the western public supervision exercised by antagonism, under the guidance of the party and government, aiming to enhance the orientation of public opinions and solve the problems serving the party and people, a new constructive supervision characterized as pragmatic effects should be established on the basis of socialism. From the aspect of course of the supervision by the new media, ideologies promoted by generations of collective leadership after the establishment of New China have demonstrated different degrees of constructions without theoretical definition.Firstly, this thesis promotes the conception of constructive supervision by new media and explores the profound implication of scientific, orderly and lawful supervision, further answers why we are now on the way of our constructive supervision by new media and explains its historical condition, present status future development. Then, as for possibility, the relationship between the constructive supervision by news media and political civilization is interactive, complement, close and inseparable. Finally, after theoretical and practical analyzing, concrete measures have been promoted by utilizing effectively the supervision function to promote the political institutional construction, these measures included three steps such as organizing the public opinions through the consultative supervision on the public power, expressing the public opinions through the participating and supervision about the public policies and explaining the situation through the uncovering supervision on the unexpected incidents. |
