GIS has been developed rapidly with its powerful features and the advantages of convenient since it is generated. As the growing application requirements and the improving performance of the mobile terminal devices, it becomes a demand and trend to migrate the GIS system to mobile phones and other mobile devices so to implement the mobile GIS system. However, after we do some research and analysises about the status of the mobile GIS research and the development trends, both domesticaly and internationaly, we find that the main mobile GIS solutions are based on WIN CE, and other specific embedded operating system, but they do not have good cross-platform feature. Moreover, these solutions are business solutions brought out by ArcGIS, MapInfo and other large commercial companies, and most of them are expensive and require large-scale spatial database and complex GIS server. Therefore, through the research of J2ME mobile development platform and SVG, which is the standard vector graphics technical specification proposed by W3C, the paper proposes a mobile GIS implementation framework based on J2ME and SVG, which realizes the cross-platform feature, high efficiency and flexible business customization.In this paper, we do in-depth studies of the implementation Model and technologies about mobile GIS, the technologies of J2ME, J2EE, SVG and XML and so on. Then, on the basis of the above studies, we propose the Overall framework of the mobile GIS development platform based on J2ME and SVG, including the data modeling and the organizing of the geographic information, the data coding rules in the SVG document, the designing of the logic service components in the server-side, the function designing of the client-side of the Mobile GIS system, as well as the designing of the data communication between the client and server-side.At the last of this paper, we give the implementation of the Mobile GIS development platform, and apply it to the Oil field, completing an oil mobile GIS system. It bring convenient of the information querying and displaying of the ground engineering and the oil gas production.
