With the development of Internet, Great changes of our lives and work styles have taken place and more and more additional services have come forth, the services of video, audio and word based on Internet is one of the most important services.ICT(Industrial Computer Tomography) has been applied widely in industrial domain. At present, the research about ICT devices in ICT center of Chongqing University leads the domestic technology and their industrialization has been realized.But according to scattered distribution of ICT devices, different distances from ICT devices to the ICT center, too much high-tech knowledge contained in ICT devices, worker's limited knowing about ICT devices and lack of experts, great difficulty will be encountered in maintaining process. So the process of ICT industrialization can be influenced more or less. It's a waste of both manpower and time through experts'spot diagnosis. Long-distance diagnosis based on Internet is a integrated technology including computer network, information integration and expert system and so on. We can apply the long-distance diagnosis technology in image and state information transmission by Internet from ICT devices to experts, and both of the senders and the receivers can append some audio and word in communicating with each other in order to solve the problems of ICT devices. Image information of ICT devices displays the working status directly, which records the content of control panel on ICT devices, including the color of indicator lighter and the status of buttons related. Meanwhile, clear understandings of problems are formed easily through audio and word communication, which is effective helpful in solving questions. We can not only solve the problems of lack of experts and scattered distribution ,but also save more money by this research.The paper presents the research's production. Its structure is organized as follow: Firstly, the paper analyses the current research evolvement both overseas and at home. Secondly, and makes a complete analysis toward the system, relating to working modes, function demands, performance demands and technology indexes. Introduction of protocols and compression technology related, mainly including TCP/IP, H.264 video compression technology and audio compression technology is presented in the paper. As the paper's emphases, the project adopts point to point working mode, H.264 hardware compression and uses VC6.0 with VB to program, based on compare different working modes, different hardware compression technology, different video cards and different design toolkit. In the end, we choose the Haikang's video card named DS-4004HC, which is content to the project's need. The project software includes several modules, such as video transmission, voice transmission, text transmission, and file transmission. In the all modules, the video module including video collection, compression, coding, and transmission, is the most complex. After the system design, the software test consists of video transmission, voice transmission, text transmission, and file transmission. The whole system works well and reach project requirement. Finally, a conclusion of research is made and the future trends is prognosticated.
