In recent years, people have put more attention to intelligent transport system and the requirement of non-contact automatic identification for vehicles has become more and more strict. The No Stop Electronic Toll Collection System is an important part of the intelligent transport system. It is an automatic toll collection system which is used on the thruway, bridge and tunnel, and this system is popularized by international. The adoption of the No Stop Electronic Toll Collection System possesses many advantages. For example, it makes the thruway toll collection automatically, improve the traffic and service ability of the thruway, reduce the labor intensity of the toll station effectively and improve the working environment. Vehicles do not stop through the toll collection station will improve the operation of vehicles efficiently and it makes the toll collection go to paperless, non-cash management. For these reasons, the system can solve the confusion of the toll financial management. In addition, the implementation of the No Stop Electronic Toll Collection System can also save the costs of infrastructure and management costs.In this paper, on the basis of ISO/IEC18000-6 Type B, which is the most common protocol of the UHF, designed a reader that is used on the thruway, its working frequency is 915MHz.The reader is one of the most important parts of the RFID system. Its function is to create communication with the tag, and sent the information to the computer. The design of the hardware is divided into two modules, one is the controlling module, and the other is the high frequency module. In the controlling module, using AT89S52 as the main controller and designed its peripheral circuit. In the high frequency module design, basis on the ISO/IEC 18000-6 Type B, using the TR1000 CMOS chip which is produced by the RFM Company.The software design using the idea of modular programming, the programming language is C language. Mainly include the reader's main program, Cyclical Redundancy Check program, its function is to verify whether the data is right, read/write subprogram, encoding and decoding procedure and anti-collision procedure. The main procedure described the entire communication process, read/write subprogram achieve the function of reading and writing tag data, the encoding and decoding procedure finished the work of Manchester encoding and FM0 decoding. In this paper, after analyzing the binary search anti-collision algorithm, the design adopts a new anti-collision algorithm and the algorithm is proved can improve the processing speed effectively.
