This thesis is supported by the Innovation Foundation of Excellent Intellectual in Henan Province.In recent years, many countries in the world have built multi-oriented modern national road net .In the next twenty years, the highways in our country will still retain high-speed construction period; but the automatic level of toll-collection on the highway remains comparatively underdevelopment by contrast with the construction of the highways, which causes the situation of heavy traffic more and more serious, and that the driving speed on the highway has been greatly reduced .It have become the bottle throat of the constrict of the improvement of driving speed. The No Stop Electronic Toll Collection System based upon contactless Integrate Circuit (IC) card is a useful method to solve this question, for it can improve the driving ability and serving standard of highways effectively.Contactless IC card, as the pass certification in No Stop Electronic Toll Collection System, contain many merits such as convenience, tune-saved, durableness, non-pollution, and that the user's important data information is stored inside, which play a important part in No Stop Electronic Toll Collection System, so the research of reliable practical contactless IC card system has become a important part in the research of No Stop Electronic Toll Collection System.The description of this thesis lays foundation for the whole No Stop Electronic Toll Collection System marching into practical period. And it also propel the practice of the toll-collecting method based upon contactless IC card gradually in our country, so it will bring great profit in economy and for society. This thesis mainly worked on the topics as follows:1. The shortcomings existed in the current toll-collecting system of highway are analyzed; furthermore, the construction and the toll-collecting principle of the No Stop Electronic Toll Collection System are described.2. The information fusion technology is applied into the No Stop Electronic TollCollection System, combining the data of contactless IC card with the recognition result of the vehicle style and the license plate systematically, this paper brings forward the information fusion model of No Stop Electronic Toll Collection System for the first time, at the same time, accomplishes the pertinent algorithm design of information fusion.3. Based on the purchase of some hardware, the second research on contactless IC card has been carried out, combining with network database, regarding single-chipcomputer as a core and pertinent periphery circuit as affixation. This thesis achieves the design of toll-display and balustrade and presents the design process and circuit, also accomplishes the frame design of the No Stop Electronic Toll Collection System based upon contactless IC card.4.The design of readable and writable contactless IC card by making use of wireless Radio Frequency (RF) chip has been studied, the thought and the process of the design are discussed ,at the same time the hardware circuit of the design is presented.5. As for the readable and writable contactless IC card system, the thesis discusses the coding and rectifying measure to improve the reliability of the data transmission deeply, analyses the verifying and decoding method, and brings out the pivotal designing thought of the software.
