Network video communication has become the future pursuing target market of many telecommunication companies, meanwhile, wireless network communication studies and multimedia communication, especially the mobile video communication is one of these research hotspots. The development of communication technologies not only greatly improved and enhanced the information transmission bandwidth and reliability, but also contributed to the development of the diversity of transmission. From the original voice transmission, image transmission to the video transmission, and multimedia interactive transmission, the business of transmission became more and more colorful. Video (image) coding technology and communication technology enables the transmission of video (image) through Internet and wireless network to be one of the current hot areas which has been developing rapidly and made great success. Video (image) transmission is widely used in commercial, military and aerospace and other high-tech areas, such as video-on-demand, online shopping, video conferencing, distance learning, security monitoring, as well as live and so on.At the same time, however, due to limited communication bandwidth and poor environment, the high-noise narrow-band radio and the Internet have become video communication difficulties. This paper discusses a number of key issues based on the H.263 video compression audio video coding standard evaluation system, including: wireless network real-time transmission protocols, video quality evaluation method, etcAnd realized 3G wireless network technology based on video evaluation system. Major works and research results of this paper are as follows:First, by analyzing the characteristics of the wireless network transmissions, this paper puts forward a wireless network simulation test. Based on the test, this paper simulated wireless networks'lost package, delay, disorder. Through the three kinds of testing, it verifies the actual evaluation effect evaluation system. At the same time, it realized the real-time video transmission based on UDP protocol. This protocol packs the video-data at first, then puts in three fields, including video packet number, the CRC checksum of video data, and the length of the actual data, in the package, and sends it to UDP as a whole at last.Second, this paper proposes a direct and objective visual video quality evaluation method based on Objective parameters. Video quality is the important indexes of the service quality of video transmission. is a process closely related with characteristics of the human vision remains. And its initial evaluation is reflected in the degree of visual experience, but is actually concerned about the transmission of real-time video frame, accuracy, etc .Considering the quality of video signal human feelings and its relationship with the degree of the intensity of picture movement, discussed respectively the intuitively video clarity and fluency of video which reflects the quality video and mathematical model parameters analyzed objectively. Evaluation results are more in accord with human vision characteristics, and the evaluation has certain directive role to coding.
