Then this article described the theoretical knowledge andrelated technologies used in this system in detail, including selection of hardware devices, development tools, design Principles, etc. Finally, this article introduced development process of the system and the key technologies and methods in detail. The system chooses ASP technology as its development technology. At the same time, it uses Dreamweaver as the development tools, IIS 5.0 as its Web server and Microsoft Office Access 2003 as its background database. The system mainly consists of sub-system of news of highway, sub-system of highway laws, sub-system of the advertisement control area of the highway, sub-system of work flow, sub-system of BBS, etc. Besides, to develop the sub-system of mobile phone, WAP technolog is used. The sub-system of mobile phone mainly consists of subsection of news, subsection of lays, subsection of complaints, and subsection of feedback. The system makes full use of network resources, its structure is simple, and it is easy to operate. Besides, the system is easy to maintain, and meets the requirements of the project.
