Administration for industry and commerce plays an important role in the economic development in China. It is an administration in the charge of government. Its responsibilities include market supervision and administrative execution of laws. It keeps many important market data, enterprise registration, and other information. The using and processing of these data are crucial to economic activities in market, social and economic stabilization, prevention against economic crime, especially, decision-making of national and regional macroeconomic policies. These data are playing essential supportive roles in structural reform of state-owned enterprises, adjustment of economic distribution, and sorting of tax sources. Therefore, administration for industry and commerce takes great responsibility for maintaining socialist market economy, regulating the market, and ensuring the healthy development of market economy.With the rapid development of China's socialist market economy, the administration for industry and commerce is facing significant challenges. The increasing related business and daily work has become an indisputable fact. In current development situation, the existing management methods and information channels of administration for industry and commerce can no longer meet market requirements. The State Administration for Industry and Commerce has released a series documents about practicing the nation-wide project of administration information system. Therefore, perfecting and implementing industry and commerce administration information system is significant to the development of administration for industry and commerce. This is a basic way for administration for industry and commerce transforming its government function and improving its level of management. Viewing the state of this industry, the existing management software at home and abroad, and features of actual business of Benxi Administration for Industry and Commerce, a set of management system which is both commonly applicable and well targeted is in urgent demand.Main functions of this system are"Business Registration","Case Acceptance", and"Patrol and Management". Its main data source is"Economic Residence". And modules are connected with each other through"Residence Claim and Issuance". At the same time, the currently popular"E-Map"is adopted for direct and clear display and inquiry of locations. In this way, the system realizes integration of various businesses, cooperation among departments, and data sharing among bureaus and institutions, so that this system assists the business administration in supervision.Firstly, this thesis elaborates the objective environment in which this project is developed and the actual needs of administration for industry and commerce; secondly, it introduces methods and technologies adopted in this project. According to the business needs of industry and commerce administration, the overall framework of this system is designed based on the Web application program of B/S three-tiered architecture. And UML object-oriented method is used in the development of this system. A unified system model is built to meet all requirements of this project. The three-tiered architecture is realized by three-tier software. This structure is easy to extend and maintain. The logic management tier is responsible for the communication among servers and database access. End-users may download Web pages through the Web browser, which transmits information through the Internet and the Web server, and with the help of hypertext transfer protocol. The UML object-oriented analysis method may analyze the role and use-case of the entire system and form use-case models of this system. By analyzing the use-case models, it may describe system requirements; by analyzing the roles, it may realize the setting of personalized menu; based on the use-case model, E-R model is adopted to analyze entity relationship of the system. The design of database is achieved based on ER model; using ASP. NET technology, based on data display format, the system realizes design of data presentation layer; this system achieves the development of database by using XML technology and C #, supported by .NET development platform; data display function is realized through ASP.NET technology; on the basis of operation requirements in actual business, the design of logic tier is realized by XML technology and ADO.NET technology; link access to the database access is achieved by using ADO.NET technology; the data presentation layer interface is integrated into a unified platform, so that its function is perfected. Finally, the thesis presents interfaces of some running results of this system.In the phases of system analysis, system design, and system realization, this project describes software from various aspects based on diagrams of UML. In the system analysis phase, because system analysis is independent from hardware and software platform, the project may analyze the role and use-case of the entire system according to specific business requirements of industry and commerce administration, by using standard UML object-oriented analysis method. And this phase results in class diagram at specification level, use-case diagram, sequence diagram and collaboration diagram of the system. In the system design and realization phases, in consideration of the system's hardware and software platforms, UML extension mechanism is used to create a variety of refined models of the system.In the development of this project, XML technology is used to generate software at business layer and NET platform, ASP.NET technology, ADO.NET technology, and ER model are used in database design. This project realizes a design of Web application program, by referring to service features of administrative agency for industrial and commerce. Characteristics of the system: 1) Normative. The system is designed in accordance with national standards of administrations of industry and commerce. 2) Broad applicability. The system may provide different settings according to the specific users, which facilitates the actual operation of administration departments at all levels. 3) According to their actual needs, users may set the security protection level and rights to access the system. 4) Clients may access services within the scope of their own authority after installing browser software. There is an excellent Human Machine Interface, so the system is user friendly. 5) This system realizes information sharing among departments. 6) It enables the administrators and business personnel to share the same main interface. Users may enter the system after a login, based on an integrated working platform. 7) The realization of personalized menu defines responsibilities and improves working efficiency.In short, this system is a management system developed based on Web, by using ADO. NET, ASP. NET, XML and other technologies supported by Microsoft's NET platform to meet business needs of administration forindustry and commerce.
