In China, the word "Fansub group" is used to describe the people who work on translating the subtitle of videos and it means the fans of subtitling through word-for-word translation. Those fans take this as a hobby to subtitle the videos from overseas with a domestic language and post them onto Internet. The earlier Fansub group start from Japanese-Chinese translating with self-motivated by interest and spirit of sharing, and a large number of fans joined this non-payment job. It is becoming one of the biggest Fansub group in China. The influences bring by the group are not only on the entertainment but Chinese culture. This paper, from the prospective of communication studies, will firstly give an introduction of Japanese-Chinese fansub group; secondly, analyze the positive and negative impacts of the subtitled videos; lastly, propose to the regulator related to regulation issues.The paper draws a picture of the source and development of Funsub group, and the four characteristics which are "germination", "maturity", "differentiation" and "post-individuation" will also on the picture. In chapter two, by using a chart, the paper points out that the spread of subtitled oversea videos in China is a kind of unauthorised importing without copyrights. This is due to the expansion of overseas culture industry, and also the imbalance relationship between demand and supply in China. In chapter three, the essay illustrates the communication motives of Fansub group for the spread of videos based on Maslow's hierarchy of needs theory, the content selection basing on interests and the role missing of gatekeepers of information control. Chapter four concentrates on the analysis of the targeted receivers. Chapter five demonstrate the downside and upside effects created by subtitled videos to the society from overseas. It also proposes that blockage is better than channelization. At the same time, a few suggestions are given to the regulator.
