The Design And Research Of The Unified Communications System In The Collaborative E-gove Rnment

As China has entered the 3G era, telecommunication, Internet and mobile communication industry will be unified, and the fusion will inevitably bring tremendous changes to all kinds of fields including e-government. At present, China's e-government is in the era of rapid development, cooperative e-government has already begun to take shape. There is one prominent problem is to adopt what kind of communication solution among the government departments, such as longitudinal and transverse integration cooperative decentralization, government and company, residents in the aspect of service management cooperative.Drawing on the experience of e-commerce communication solutions, we introduced the unified communications system into the cooperative e-government, but it is different from the unified electronic business communication system. First, the government work has higher e-government system level of security requirements, and must ensure the safety of the e-government. And then according to the electronic government private network and outer network have different network solutions and link seamless mutually.Through investigation and research, the project provides some solutions to us as follows:the government private networks uses the OCS system to realize the functions, such as instant communication, video conference and voice calls; while the government outer networks uses the unified messaging system to realize the functions, such as e-mail, mobile phone short message and instant remind. The two networks link seamless, and constitute the unified communications system.The system uses the network which mixed with C/S and B/S mode, the OCS system adopts C/S network mode, and the unified news network uses the B/S network architecture and the single-point landing interface SSO to realize the seamless link to the other application system. Based on the idea of SOA, the system will encapsulate the unified news into Web service interface, use Provider model to realize the standardized interface of the component of unified communications, and use three layers mode design to achieve the separate of the presentation layer, business processing layer and data layer in space.Unified communications system is a core component platform of CoSpace cooperative e-government component, and the platform is facing lightweight business platform in the e-government business field, integrating the unified organization, access, unified communications role limit and the united components through the loose coupling interface which can be integrated to third-party software.The paper based on the actual situation of the Qiaokou district e-government center, referred to the various solutions of the unified communications system at home and abroad, combined the developed deployment of the CoSpace cooperated e-government component platform to achieved unified, general structure of the communication system framework and technical architecture design, system design and implementation, and finished the test run of the system. Recently, the paper combined the commissioning of the problems and the new requirements of the system, and made further improvement and perfection.
