Semantic Web Service is a new generation Web Service technology based on ontology, and Open Service Architecture is a new type of delivery for Telecom Network Service Capabilities. More services in NGN is needed, when integration of telecom network and Internet network is developping.Intelligent Agent helps users make choice by their preferences, which will support the integration of users' personalized information and service choosing and service executing. As a result, intelligent agent needs new aggregation algrithm and model.Firstly, this paper analyzes the characteristics of Semantic Web and architecture of telecom network. Secondly, a user-centeric and context-driven service aggregation model is proposed upon semantic supported network enviroment. Thirdly, functional and unfunctional requirements are proposed after analying user requirements and the three kinds of roles of Intelligent Agent. In the end, the framework of Intelligent Agnet is optimized depending on the aggregation model and application enviroment with focusing on message format and implementation of aggregation. Finally, the model is verified in pratical testing environment, and a health monitoring service is presented to illustrate the working principle of Intelliget Agnet.
