IP-based soft-switch equipment is the key step to promote China Mobile's core network evolution and network flat. After IP bearer, it will integrate the network resources, reduce investment risk, and improve market competitiveness. And also makes the network in favor of low cost-high efficient operation.However, with IP-based network transformation, network topology hugely changed. Telecommunication business changes from TDM to IP bearer, as well as traffic model. Therefore, this article focus on the study of mobile network operation after-IP bearer, analysis the existing problems. Thereby maximize the practical value of this new technology. Further, IP-based network can ensure service quality and improve customer satisfaction.IP-based Soft-switch mobile network simplifies the network structure, improves operational efficiency. From network point of view, existed IP is partial, which is lack of synergies to access layer and business layer. In the same while, it doesn't play a role to new business and polymerized new business. Under this situation, IP-based mobile core network is imperative. IP transformation can bring enormous value to operators, help mobile network operators to achieve maximum value.After describing the research tasks and research objectives, this paper first goes to the background knowledge involved in. Then brief introduces the technology evolution process, including the analog network, digital network, and soft-switching network three landmark stages description. Mobile communication technology's continuous development and new technologies, new equipments and new business continuous emerging makes the maintenance and management of mobile communication network more and more complex. Thirdly, discusses IP technology impacts on the operation management. Face to the rapidly growing number of mobile subscribers, the mobile communication technology development and increasingly fierce communication market competition, it is a great challenge to network operation and management.As this topic is to IP-based Soft-switch network operation, the second chapter focuses on the problems and reasons analysis of IP-based soft-switching operation and management. IP-based network has the problem of network failure frequency increased, maintenance interface demarcation not clear, technical person lack of comprehensive knowledge, difficulty of network optimization increasing, security risks increasing, etc. The main reason of the above-mentioned problems is as follows: technical defects of IP technology, imperfect of maintenance system, lack of technology quality of maintenance person, network security must be strengthened. For the problems and reasons, the article discusses several aspects from the following countermeasures: promote structural reform, strengthen the security risk management, continuous improve network quality.Adopted the solution, management model of Liaoning Mobile has changed. Such as: work process review & maintenance system optimization; after security fastening and security grading, the network system establish the auto-maintenance for IP bearer network. Network quality improved significantly. Finally, description for IP-based soft-switching technology can evolve to IMS smoothly, without hardware reform. It is also favor of the investment protection and smooth network evolution.The article finally concludes that IP-based soft-switch adapt to trends of technology. Now, Server and MGW separated network architecture brings savings of machine rooms and electronics power; centralized operation and large local network construction brings savings of transmission, TC and tandem exchanges and many other benefits. It improves and optimizes the main equipment network structure. Promote the IP, transmission coordinated networks'layout. However, the inherent defects of IP technology caused some problems to the operation and maintenance of network. But the future network is all IP-based, and no matter what kinds of network format will adapt to this trend. Through appropriate technology and management tools, risks can be minimized. At the same time, we can use IP-based soft-switch architecture build 3G ahead, summarize 3G working experience and help to train operation and maintenance team. In recent years, the current research is in the high spirits. Telecommunications operators in China than ever before, strongly demand for the communication operations theory and practice system. It is in this situation, this topic focus on the features of mobile communication network management system, based on research of the operation and management, combined with the actual situation of Liaoning Mobile, researches and analyzes current Liaoning Mobile network operation. The author aims to solve the problems of mobile network operation and management of Liaoning, combining with theoretical knowledge and practical work experience, if this research can be extended, it will be a great reference value for the other communication operators in the operational management and technical development.
