Comparison Of Highly Toxic Pesticide Safety Management

Safety management of pesticide means that the government authority forcibly control and reduce the risk of pesticide through the legal and regulation or administrative enforcement to ensure the safety of pesticide to the human and livestock, crop and environment. Safety management of pesticide is focused on the insecure factors of pesticide, which including toxicity of pesticide; the potential harm and adverse effect to human and livestock, crop, and environment during and after application. The safety management of highly toxic pesticides is the focal point in many countries, and lots of research and papers are reported on this topic.At first, this thesis gives comprehensive reviews on four facets, which including the summary of world pesticide management, pesticide and sustained development of agriculture, the pesticide registration management and highly toxic pesticides management. Then the author retrospect the history of pesticide in China, studies the characteristic and trend of the highly toxic pesticide, and figures that the safety management is long-standing. At the same time, after comparing the legal system of the pesticide safety management, the ban or restriction of highly toxic pesticides application, the administration mode of pesticide distribution and application, etc between our country and US, Japan, Sweden, Germany, European Union and Taiwan etc, the author analyzes the distance and the reason, then gives his own viewpoint and the methods resolving these problems. On the other hand, according to the externalities theory in environment economics, the author points out that the pesticide safety management is the way to internalize the external effects of pesticide. Based on this theory, the author discusses the existing way of the pesticide safety management in China and gives his own advices. These advices relate to consummating the pesticide legal system and the existing administrative system, innovating of pesticide distribution system, constituting of the training system on the safety application, improving the safety evaluation system, enhancing the ban or restriction of highly toxic pesticide, the imposition of pesticide tax, etc.
