Analysis Of The Present Situations Of Binzhou's Agricultural Technology Popularization And Research On Its Innovation

Since the reform and opening-up of our country twenty years ago, with the constant improvement of the level of agricultural productivity of our country, the deepening adjustment of agricultural industrial structure, especially the sureness (regards joining WTO as the sign) of the socialist market economy system, the demanding of science and technology, information technology, supply of the means of production, the quality of agricultural products, producer's quality are higher and higher for the high-efficient, sustainable development of agricultural production. The governmental agricultural popularization system that forms on terms that regard planned economy and shortage economy as the characteristic, the idea, the content and the methods of popularization, especially in such aspects as organization structuring, operating mechanism, management style, investment channel, appear much incompatibility developed in agricultural production with the market economic system. It is demanded to reform and innovate from the theory and practice urgently.This text regards the system of agricultural popularization at the basic level of Binzhou city as the research object, adopt the research approach that the investigation on-the-spot, questionnaire investigation, consulting the materials, combining the nature and the quantity, have carried on research to the different aspects of the current agricultural popularization system in Binzhou city, draw the conclusion as follow:1.Through the analysis to the natural resources, social economic resources, the present situation of current agriculture popularization system of whole city, we can gets: Binzhou city is a low developed area relying mainly on agriculture, and the current basic agricultural popularization system of this city is similar with others in the whole country, which are all established and developed under the planned economy system. This system has the trace of planned economy system though it has been carried on formany years. In addition to the incompatibility between the environment of the market economy system and the request of agricultural popularization, there is also a great deal of incompatibility in the inner part of agricultural organization. It shows outstandingly in such aspects: organization constitution and functional positioning, mechanism operated of popularization organization and appraise, idea of popularization and methods of popularization, contentment of popularization and means of popularization, popularization worker's quantity and quality, dynamics of investment, investment channel, etc. These problems are the key to influencing efficiency of popularization.2. On the basis of summarizing domestic system reform of agricultural popularization at the basic level, we have proposed the principles that reform and innovate must obey, which are part innovate should be in accordance with national agricultural popularization system, socialist market economy and development level of productivity, and insisting on the principle of transition from " relying mainly on government " to " relaying mainly on peasants "progressively, etc. Combining the reality of Binzhou city, taking Zhanhua county as an example, we make two sets modes of administrative structure reform at county level:(1) To ■ 1T7 organization separately according to the function in each department * -g relations with agriculture at county level amalgamates inter-trade,(2) To establish the combined agricultural popularization center based on the great trade of planting, feeding, etc,. We have set up two sets of reform schemes in the following towns, including: Setting up the center for spreading agricultural area according to the economic area of agriculture and setting up the comprehensive service stations of villages and towns on the original foundation at the same time, implement: "one station two system". We also stipulated the function and management department of each station.Meanwhile, other suggestions are also proposed that we should disposethe agro-technician at village level, and we should strengthen and popularize the network. The measures should be carried on that improving working efficiency, strengthening personnel's on-the-job cultivation, improving overall qualities, innovating the idea of popularization and the methods of popularization, strengthening and improving the means of popularization, widening the service field, etc.3. Using for the practical experience abroad and the domestic in recent years, we have put forward the measures that we should establish the pluralistic agricultural popularization service organization which should accommodate with market economy and productivity development, different from governmental popularization system. Such as: setting up the serve entity that relies on advantage industry and combines scientific research, production and sale, training the industry service organizations of "enterprise + technology + peasant household", cultivating and developing nongovernmental professional combination, etc. They are regarded as the assistant organization of governmental popularization to promote the fast development of the agriculture of Binzhou city.
