Study On Evaluation Index System Of Enterprise Integrated Capability Based On Circular Economy

Circular economy is the up-to-the-minute production of the research of the sustainable development. It integrates "circular"with "economy", ruled by the theory of sustainable development, namely it expects to rebuild the mode of economy expanding and change it from "vast mine, inefficient use, vast discard"to "least mine, efficient use, least discard"and, ultimately, achieve sustainable development. Now, this kind of mode, as a trend, has already been adopted by developed countries. As far as our economy development is concerned, it is the inevitable selection. To the whole social economy achieve this mode, establishing Enterprise Integrated Capability Index System Based On Circular Economy is of utmost importance. The paper's first part analyzed the theory of circular economy. It introduced its concept and theories, modes of practice. Furthermore, the paper concluded both domestic and overseas dynamic of study and the applications. All of following study are based on this part. Based on the combination of relative theory and practice, the paper constructed a integrated capability index system. As the index system whose purpose is to reflect the level of a corporation's development, it has many characters, such as embody the principle rule of circular economy, unifying, vast message, dynamic and so on. The system represents the corporation's messages through a simple and easily understanding method. It has so many kinds of functions and effect that it can be used by many groups. The system should try to accurate and full-scale reflect circular economy's demands and purposes, so the construction must take "3R"as the most important principle. Besides, it also should obey some other rules, such as scientific, full-scale, operable and so on. According to the upper rules, the paper designed a framework —"management and economy—social—circular character". Because it is an integrated system, the evaluation is very complex. The paper divided the system into four levels. From up to down, they are collectivity level, subsystem level, situation level and index level. The collectivity level is the highest level, it was designed to represent the enterprise's integrated capability; the second level is the subsystem level, it reflect the situation of the system from different directions,which disassemble the integrated capability to "operation and economy", "ecologic", "social", "circular character"; the position level is the third one, it was separated from the second level and conform its indexes; the lowest level is the index level, the indexes describe the system's position through number, strength, change extend and so on. After confirming indexes, there are three steps to get numerical value: first, by means of efficacy quotiety, transform indexes with different dimensions to the relative numerical value, change ration index primary number to value; second, determine the percentage of each indexes by AHP; third, integrate every index's value, finally, get the comprehensive vale based on circular economy. As far as the appraisement is concerned, the paper commended to adopt classification, namely, classify it to five degrees by the level of value and educe the final appraisement.
