The 21st century sees the significance of human resource in economy development. Whoever that have top-level human resources, and whoever that stress the development and management of it will surely maintain a rapid progress. The whole developing idea of the enterprise is supported by every staff member's achievement and efficiency, which plays a central and important role in the human resource management system and have become its core part. Take the practice of textile industry Hunan province for example, although many of the enterprises have established the corresponding checking and stimulating mechanism, the motivation of working members are still in a low level, and problems such as the inefficiency, the inadequate development and insufficient use of manpower, material, finance and others are still in a high rate. The key cause is that the enterprises failed to establish an effective achievement and efficiency management system. So it is urgent and necessary to establish a rational, regulated and effective achievement and efficiency management system.From the practice of Yixintai Textile, Printing and Dyeing Ltd. Co, the paper analyses in a systematic way the state quo and problems of its achievement and efficiency management system, and in the light of latest rules and principles, poses some ideas to strengthen, improve, and establish this systemso as to make it a deep, regulated, all-round, and steadfast system. Applied the advanced western notion of this system and the effective practice of our country's well-known people's practice to the real use of it in the enterprises, the author tries to find out a proper achievement and efficiency management system that is suitable for China textile industry. It is in the great hope that this paper will do benefit to the achievement and efficiency management system of Hunan province and as well, to get the instruction of the experts.
