The Research On The Benefit Of Expressway Operation And Management Of Hunan Provice

The　economy　of　our　country　is　developing　rapidly,　with　the　result　of　the　dramatically　increasing　need　of　the　capacity　of　transportation,　more　expressways　are　required,　however,　funds　for　construction　and　maintain　are　in　shortage.　Under　the　circumstance,　seeking　to　improve　the　efficiency　of　the　management　and　operation　of　expressways　became　a　substantial　demand　for　the　healthy　and　sustained　development　of　highways.　　　　　　with　the　view　of　some　existing　problems　in　the　management　and　operation　of　expressways　in　Hunan　province,　with　the　hope　of　being　taken　example　by　relevant　departments　in　administration　of　expressways,　and　with　the　hope　of　facilitating　the　development　of　management　of　highway　transportation,　this　article　sets　forward　some　suggestions　on　how　to　boost　the　efficiency　of　highway　management　and　operation.　The　main　opinions　of　this　article　as　the　following:　　　1.Analysing　the　current　situation,　the　system　and　the　existing　problems　in　highway　operation　and　management　in　Hunan　province.　2.Analysing　the　value,　proceeds　and　load　repayment　requirements　of　Hunan　expressway　in　recent　years,　and　with　the　corresponding　conclusion,　setting　forth　the　measures　for　highway　charging　reform.　3.　Analysing　the　cost　of　C hangsha-Yongan　Expressway,Yiyang-Changde　Expressway　and　Xiangtan-Leiyang　Expressway,　finding　out　the　main　reason　of　high　expenditure.　4.With　the　aim　of　appraising　and　reviewing　the　administration　activities　of　highway　administration　department,　here,　the　operation　and　management　efficiency　indicating　system　and　evalucating　mould　are　setting　up.　　　5.Setting　forth　the　way　to　improve　management　and　operation　of　expressway:　increasing　volume　of　vehicle,　strengthening　the　development　of　resources　along　the　expressways,　taking　control　of　value　payout.　　6.Comparing　the　system　of　expressway　transportation　of　developed　countries,　so　as　to　set　forward　the　suggestion　that　our　expressways　should　be　industrialized,　to　elaborate　the　idea　of　the　revolution　of　the　operation　and　management　of　expressway　in　Hunan　province.
