The public finance audit (PFA) is a special surveillance to the reliability, legitimacy, and performance of public finance in government receipt and expenditure by audit organizations. The PFA takes an active and important role in state governance and administration by law, and guarantying health development of socialistic market economy. The tight public finance auditing system will contribute to suppressing government going bad behavior inundating, and developing an incorrupt, efficiently, and fair government. So the PFA is called the economic "bodyguard", government advisor and the " warrior" of prohibiting corruption. It is aneternal theme of the state audit system.Based on the contents and methods of PFA, this paper discusses the following issues in PFA fields. (1) limiting the further development of PFA owing to defaults of the state audit system; (2) less scientific auditing methods can not promote the quality of PFA; (3) the laws system is not sound to bring difficulties to PFA; (4) auditing personnel's character can't adapt to the request of the modern audit. With the development of the socialistic market economy and changing domestic and international environments due to China's entry into WTO, China's finance and tax departments is willing to establish the public finance system and employ new public finance management mode. The PFA is confronted with new exterior environment, challenges and questions coexisting: (1) the scope of PFA is enlarging; (2) authority of public financial budget is concentrated; (3) the PFA system can't adapt to the demand of environmental variety; (4) The public enlarge their expectation of monitoring function of the PFA. The paper recommends (1) reforming the current audit system and promoting the PFA position; (2) adjusting the audit objective and emphasis; (3) holding the PFA regulation and improving auditing methods; (4) developing the PFA laws system; (5) enhancing the abilities of PFA personnel; (6) improving the quality of the "two reports" and putting the audit shows system into practice.
