The Research Of China’s Medical And Health Expenditure Status And Countermeasure From The Perspective Of Public Finance

With the deterioration of the natural environment and the attack of new infectiousdiseases, huge human and financial losses continue to increase our psychological panic. Inorder to safeguard the wellbeing of people and to speed up the pace of construction of aharmonious society, health care expenditure has become one of the important projects ofour government budget. However, with year-on-year growth of China’s public healthexpenditure, the implementation effect is not optimistic. Overall, government’s financialsupport for public health services is still insufficient. Grassroots public health institutionsstill mainly rely on paid services revenue to maintain the operation. Inadequate funding ofhealth care in rural areas is the “bottleneck" that restricts the fundamental improvement ofrural health condition. It’s thought-provoking that our healthcare system which was oncethe model highly praised by international organizations in the early days of our country’sfoundation has become the current negative examples.The thesis is intended, through case studies and data collection, to discuss the status ofChina’s health care expenditure from the perspective of public finance. Starting with thesize and structure of public health expenditures, the thesis makes analysis from differentangles, and points out the problems in this regard as follows: China’s policies which areconstantly explored and adjusted result in the fluctuations of public health expenditure;government overall investment in public health expenditure is inadequate; the "absence"and "offside" of government functions co-exist and the structure of public healthexpenditures is imbalanced, which shows the irrationality in the use and allocation ofpublic health expenditure as well as the irrationality in structure of government burdens.After a series of discussions on the issues, the thesis reveals the cause of the problems,and holds the view that the government’s dominant position of public health expendituresshould be established, the right of property and authority of office of government at alllevels be reasonably divided, the transfer payment system of public health expenditure be improved. In addition, the thesis proposes the corresponding countermeasures andsolutions: to clarify the government’s role in the field of health care, to determine the totalsize and structure scientifically, to constantly improve the relevant institutional system, toimprove the fairness, efficiency of public health expenditure, to establish a sound scientificevaluation system and so on.
