The incentive system of state-owned enterprise should resolve 2 problems: the first one is to keep and rise up state-owned enterprise' s asset value. The second one is to retain the person with ability. During these years, there are a lot of researches on state-owned enterprises' incentive system. Many experts and researchers give many useful propose and suggestion, but it is not very doable. Some one advise that we can adopt the western country popular incentive systems, but it is disagreed with our country' s situation, and misfit the laws and regulations of the state-owned enterprise. As far as research on our country' s state-owned company of transportation is much less. This paper take the example of GunangDong XiFeng Company of Transportation, and manage related incentive theory, and use for reference of some succeed enterprises' incentive systems, and design an incentive system which should think over all kinds of factors, and go along multilayer levels analyses. To open out abuse of incentive systems of state-owned transportation' s company. The penmen think that it is necessary to redesign colligated judge system and a set of system for state-owned transportation enterprise. This paper take base of the Balanced Scorecard, and link with all kinds of basic systems, design a suit of incentive system fitting for state-owned enterprise of transportation. The writer thinks that age salary of manager, ESOP and award to employee aimed at non-stock company can settle the incentive system problem of state-owned enterprise effectively.
