Human beings are the main strength and motivation which play the most important part in the high-speed development of science, technology and economy. In the near future, HR will surely be the most precious resources of all the companies, enterprises, and even the whole society. HR consolidates both quality and quantity in management. The kind of management that only attach great importance to the quality of HR cannot be scientific, the quantity of it needs to be considered, too. Once HR enters companies and enterprises, it becomes HC on different levels. The origination and development of human resource accounting bases on the theory of human capital, which aims at propriate usage and assignment of HC by stimulating employees to make great efforts. It can help encouraging HC of all levels to be positive, which then leads to an efficient result. The notable feature of this stimulating method is: people who at work can earn more by hard work, meanwhile, the enterprises also can gain the maximum profit through reasonable management.Many reform measures to manage human resources have been taken for the purpose of increasing the output of SiHai human capital , but the cost of human resources management still keeps very high and the malapportioned phenomenon of inside income still very general (stand out) . To solve these problems , the human resources cost accounting has been introduced intoSiHai for controlling the high human resources cost effectively ;To solve the ma1apportioned phenomenon of inside income , the method of human resources value accounting will be used to calculate the human resources , and then the result will be applied to the income distribution project .
