Research On Tactics Of Construction Enterprises Under The Mode Of Valuation With Bill Of Quantities

After China's joining in WTO, it is the mode of cost valuation that is given most heavy impact in the field of project cost. The Code of Valuation with Bill Quantity of Construction Works was officially implemented in order to connect the international consuetude and procedure in our country on July 1st, 2003. Even so, many construction enterprises still use the method of norm valuation in practical operation, which indicates that construction enterprises attach little importance to the method of BOQ valuation or are unable to use the mode because of the limit to management and technology level.On consideration of this kind of circumstance, firstly, the reasons of spreading the method of BOQ valuation are analyzed: The current valuation mode in construction industry in our country is formed under the social average price, and this mode doesn't reflect actually the true capability of each tendering enterprises, at the same time, it limits the fair competition in a certain degree; The valuation with bill of quantities can reflect individual cost in each project, and can be benefit in quotation of enterprises independently. The valuation with bill of quantities is complied with the value regulation in market economy, and the mode has been adopted widely in abroad. Secondly, it introduces the mode of valuation with bill of quantities in Britain, Hongkong, Japan and the Code of Valuation with Bill Quantity of Construction Works, and illustrates the functions and characteristics. Then the advantages of valuation with bill of quantities are summarized by comparing norm valuation with BOQ valuation. Through the situation of spreading the mode of valuation with bill of quantities, the influences to construction enterprises can be summarized in our country. Then, the main discussion in this thesis is what measures can be taken to construction enterprises in our country in facing the new mode of valuation among bidding quotation, contract management and cost control. The measures can enhance the ability of bidding quotation: strengthening information construction of the enterprise, improving cost personnel's quality, establishing the system of risk management and compiling enterprise inner norm; the measures can strengthen contract management: training personnel in contract management, establishing andperfecting the system of contract management; the measures can strengthen cost control: setting up staff's cost consciousness, enhancing technology and management level of enterprises, considering the balance among cost, quality and time limit for a project.Through the discussion of the research in whole thesis, the conclusion can be summarized as such: the mode of valuation with bill of quantities will be further spread. If construction enterprises want to survive and develop in the mode of valuation in our country, they must enhance the ability of bidding quotation and total quality in order to adapt them to the international competition.
