Research On Problems Existing In The Transfer Of Surplus Rural Labors In Gansu Province And The Solving Ways

Establishing and improving the rural marketing economy is the impotent work for developing the socialist marketing economy, it is the key point to solve the problem of "Farmers,Rural, Agriculture" in the new time. During the developing of the rural marketing economy how to eliminate the quantity of the farmers related to land and find more works for surplus labor forces to increase farmers' income is a very impotent problem. It's also the main content of carrying out" the development of western regions "and "two overall situations" strategic idea. Meanwhile, the transfer of rural surplus labor forces is just the breakthrough of Gansu province's rural economic development. Only through this transfer we can alleviate the pressure of economic development from a large amount of quantity of humans and push the development of rural economy.The paper aims at exploring a feasible way to realize the transfer of Gansu province's surplus rural labor forces to increase farmers' income and build an overall well-off society. Proceeding from this point, using the logic analysis method of Marxism and positive and normative analysis of modern economic theory, the paper first investigates the surplus situation of Gansu province's rural labor forces and the problems existing in the transfer of surplus labor forces. Secondly it analyses the modes of transfer of rural surplus labor forces in the developed countries and domestic developed areas, in the hope of finding out the experience that can be used for reference. At last, based on the current situation of transfer of western rural surplus labor and its influence factors, it puts forward its independent opinion on promoting the transfer of Gansu province's rural surplus labor forces in an all round way.
