National Rural Labor Force

The key of China socialism modernization is China rural areas, so the difficulty is the stability and advancement of China depend on rural areas' stability and advancement. Farmer's development in the minority areas is a very important part of the development of Chinese countryside. At present, the basic food and shelter problem of Eastern China has already been solved, but the western problem hasn't been solved completely. The majority of impoverished population is in western minority areas. The transfer of rural surplus labor forces is just the breakthrough of minority areas rural economic development. Only through this way can alleviate the pressure of economic development, solve the problem of minority areas' agriculture, farmers and countryside, and fulfill farmer civilization and rural urbanization.As for the discussion of this problem, series of theories have been achieved inside and outside, such as Lee's "A Theory of Migration", Fei, C. H. and G. Ranis' "Development of the Labor Surplus Economy", Todaro's " Expected Income Theory", Jorgenson, D. W's "The Development of a Dual Economy" and so on. In our country many economists have also joined the group of the research on the rural labor forces transfering and have provided some good ideas. But these theories and research didn't more research about the minority areas of China.Therefore the author using the regional economic theorizes as the instruction and the utilization standard analysis, the qualitative analysis and the quantitative analysis method, had comprehensively studied the economic and the humanities conditions of rural labor forces in the minority areas; the author analysised the advantage and disadvantage factors in the transfer of rural labor forces in minority areas; and fond the factors of influencing the transfer of rural labor forces in minority areas, according to the actual situation. Pointed out many solutions for the transfer of rural labor forces in minority areas. The key of the transfer of rural labor forces in minority areas is that Farmers' development of themselves and the establishment of social security for farmers.
