According to the develop target of Guangzhou City, it needs to build a traffic track of 255 miles by the year 2010. Guangzhou Metro Group Company is in charge of this project's construction and operation. In order to acclimate to this environment, to accomplish this historical mission and to make the enterprise continue to grow, it is necessary to make a reasonable and scientific plan and to carry out strategic management.This article discusses systematically the problem of enterprise's strategic transform by using the theories and methods of economic, management and strategic management.According to the strategic rules of seizing the opportunity, avoiding the risks, exerting the advantages and overcoming the problem of poorness, it is divided into three levels to study the strategic plans of Guangzhou Metro Group Company ranged from now to the year 2010. These levels refer to community strategy, business strategy and functional strategy.Based on the analysis of both internal and external environment of Guangzhou Metro Group Company, this article uses the analytical method of SWOT to raise the key problem of enterprises' development. It sets the enterprises' develop target in the planned period. Moreover, it brings up the strategic idea and implement strategy, which are matched with the resources and environment of the home company.From the aspect of management system, business management mode, core ability and business development strategy, it is believed in this article that the macro-environment and micro-environment can give a favorable circumstance for the rapid development of Guangzhou Metro in general.Within the company, on one side, the home company has some outstanding advantages such as resource planning, corporate culture and vocational mix; on the other side, it needs further optimization in the aspect of reclamationstructure, management system and process, besides, the core ability needs further improvement.The article brings up the strategic develop target for becoming the king-size group which has the international influence and the ability of sustainable development. It also brings up ten strategic choices which regard integrated group and related numerous develop strategy as the central element.It is believed that the home company should regard the core ability as the ability of sharing common resources, skills, management and culture. This ability needs to be cultivated and reinforced. The implementation of this strategic plan will probably guide the Guangzhou Metro Group Company to develop continuously.
