From our country's Transformation and Opening, during carrying out market economics, our country has undergone several times big economic wave. From hot real estate economics in 1993 to economics turning down smoothly in 1996, from active fiscal policies in 1998 to now it fading ,the breadth of economic seasonal wave has become smaller and smaller, national economic development makes large progress. But, the mode of economic growth, incongruous industry framework have not been changed ultimately, and even will be possibly worse and worse. Government can use more mature and diplomatic methods to modulate economics, but in some kind extent, government's interference is still the most necessary, direct, effectiveand critical. At the critical factor to our economic growth——Investment, governmentdecision still takes final effect. At same time , government investment has increasingly become more and more important constant during economics running, however efficiency of investment becomes lower and lower. All of above incur my this article studying in government investment. I want to find whether the mode of government ruling investment is the critical reason about our economic seasonal wave. And how the investment mode will effect other investors to invest, and then how to effect industry framework's change and economic growth , and whether this change can continue for a long time.
