Water is one important natural resource and one environmental element. Its natural dynamic system is catchments: one catchments or one hydro-geological unit is integrated with a complete water system, in which water is transferable between the ground water and surface water and moves between upper stream and down stream, left bank and right bank, main stream and branches. It is a natural rule that the various water resources and water resources in various locations in the catchments are related to each other. The rule requests that the optimal allocation of water resources can be achieved only when the water resources are managed in the unit of catchments, with consistent planning, consistent regulation and consistent control, and transferred in a market mechanism.Study on the water resources management in catchments is a complex task covering many areas. It is difficult to systematically discuss both the surface water and ground water in catchments in a limited paper space. So this paper focuses on the management of surface water in catchments-integrated management in catchments, along with major management mechanism - water rights and water rights markets - through case studies. An innovative management model in developed countries abroad and the successful management model of Tarim Basin catchments, and the case of water rights transfer with payment in Zhanghe catchments, were studied. The strategy of development of IWRM was developed combined with the effort to use the theories of mechanism design, market resources allocation theory and administrative theory to explore an innovative model of water resources management in catchments. This is in line with the characteristic of water resources in the new era and socialist market economy with a general goal of strengthening the integrated management of water resources in catchments and mitigation of the tension between water demand and supply.
