Study On The Management Of Water Resources In Heilongjiang Province

In the background of water shortage and pollution happengning frequently,water management becomes the important measure to realize the sustainable utilization of water resource.Although the water management has not been a new problem,with the shortage of water in recent years,conception,goal,system and way of water management change a lot. Many countries and districts in the world have further research for water management,and establish conresponding water management system combined with itself's practice.The problem of water management not only becomes the focus which international communities pay attention to,but also becomes hotspot which scholars research on.According to the state of water management in our country,theory research,system criterion and so on for water managemnt drop behind many countries and districts.With our country's economy join in the world's ecnomy increaseingly,we should absorb and use for reference the successful experience of water management in other countries,combined with ourself's practice strengthen the reaearch for water management,and establish the efficient water management model based on the theory of sustainable development as soon as possible to ensure the sustainable utlization of water resource.The paper analyses the angles of view and methods of research that internal and external scholars have made,through analyzing the research production of water management.The thesis analyzes the main contents of water resources management,and probes into the key points and issues of the project,which gives the direction to the following research.First of all, the thesis puts forward to the theory basis for the research on water resources management (including externality theory,property rights theory and sustainable development theory), which provides the basis for analyzing the status of water resources utilization and management;Secondly,the thesis coordinates the theories related to water resource management and put forwards the contents of water resource management.The administrational management,legal management,economic management,property right management,watershed management,virtual water management and demond management is covered in the frame.Based on the theoretical frame,the thesis analyzes the modle of water resources management in some external and internal countries and summarizes the experieces and the revelation on the water resources management of Heilongjiang Province.According to the topic,the thesis analyzes the status of water resource of Heilongjiang Province(characters of water resources quantity status,regional distribution and water resources quanlity),pays much attention to analyzing the regional and industrial structure of water resource utilization, which is the key points to improve water resources management.As the main province of agricultural production,the water resources utilization for agriculture occupies much proportion in all the water resources utilization in Heilongjiang Province,so,the thesis analyzes effect of agricultural water resource utilization on the total amount of water resource by using the pressure index of agricultural water resource.On the basis on summarizing the status of water resource management of Heilongjiang Province,the pricinples and key fields of watere resources management is put forward.At last,some measures and suggestions are put forwards to improve the management of water resource.The paper enriches and supplements theories and methods about water management.It provides theoretical gist for district and industry choice of water management in Heilongjiang province,through the research of water management in Heilongjiang province,and points out the direction of sustainable way for water management and the whole agriculture by discussing the water management model and measures for the goal of agricultural sustainable development.Along with the water management system and model becoming more standard increasingly,the reseach that this paper made will have wide future for application.
