The paper first discusses how the travelers make decision in front of two routeschoice such as highway and average road? After the analysis the influence factorsmainly include economic consideration, time and traffic information and so on. In away these factors are relevant. And through theoretic analysis the conclusion that thetravelers' path choice behavior is a consumer choice behavior can be drawn. Thetravelers' option of the traveling route is based on maximum utility. For most factorsfinally can boil down to three core factors of driving time, operation expense and tolllevel. Hence the essay establishes a choice function model with the three independentvariables and then the travelers' utility as well as the probability of choosing theroutes can be calculated by means of maximum likelihood method. In the end theprocess of deciding and calculating the model parameters is introduced. And theprobability of the travelers' route choice can be derived. The analysis above can helpthe traffic administration departments predict the amount of traffic and can be used asreference when they develop some implementation policies of guiding the trafficdemand.
