| This thesis develops into two sections. The first section is a sum-up and comparison of thethree main types of organizational modes of foreign investment promotion agencies (IPAs),namely the government organizational mode, the quasi government organizational mode andthe private organizational mode. On the basis of introducing these organizational modes, thissection further discusses and compares their strengths as well as shortcomings. The secondsection is dedicated to analyzing, evaluating and putting forward suggestions for theorganizational modes of IPAs in China. In this section, the history and current status of IPAsin China are described, followed by a discussion of their characteristics and deficienciesbased on an overview of IPAs in various levels. Then this section puts forward severalproposals for improvement of IPAs in China with the guidance of foreign experiences. Theconclusion of this thesis shows, quasi government organizational mode is more suitable forChina's case in comparison with the other two and can be popularized as a majororganizational mode in province and country levels;but the situation is relativelycomplicated in city and county levels, where the choice among the three types oforganizational modes is subject to various local conditions. Furthermore, the current naming,management and responsibilities of IPAs in China are very confused, the communicationmechanism between IPA in the central body and IPAs in different regions are not fullyfunctional, and the quasi government organizational mode in China lacks participation fromthe private sector, in which aspects, the thesis gives suggestions for improvement. |
