Nowadays, in the process of building well-off society and socialist new countryside inall-round way, it is of great practical importance to accelerate the resolution of the issues of"agriculture, countryside and farmer" plaguing China's economic and social development.This paper notes, with China's accession to WTO, the rules of WTO have a further impact onthe competition of various industries and interest perceivers, the agricultural industry andfarmers are vulnerable to the new interest shocks brought by this competition. In 2005, DohaRound Agricultural negotiations were accelerated;the sixth WTO ministerial conference heldin Hong Kong had set out a series of agreements in the major areas of negotiations andbrought new opportunities and challenges to the solution of the issues of "agriculture,countryside and farmer". After entering the 21st century, China's central government hasimplemented a series of policies to support agriculture and farmers, such as abolishingagricultural tax, carrying out direct subsidy, and so on. Meanwhile, we can't ignore theproblems concerning the scale, structure and system arrangement. So, how to adjust andimprove our fiscal support policy for agriculture under WTO rules in order to increase theamount of domestic support, optimize supporting-structure and subsidy mode, increase theefficiency in the use of funds and the competitiveness of agricultural products, promote thedevelopment of the rural market economy has become a urgent problem to address.This paper includes four parts, the first chapter introduces the relevant rules of WTOand the development of agricultural negotiations in order to explore the impact of the newrules and the outcome of the negotiations on the fiscal support policy for agriculture;Thesecond chapter mainly analyses the development of fiscal support policy for agriculture andits efficiency in China, then we note the gap between our fiscal support policy for agricultureand the requirement of WTO rules;The third chapter introduces and evaluates the adjustmentof domestic support in other WTO members and summarizes the experience that we can learnfrom them;At last, the fourth chapter studies the adjustment and improvement of our fiscalsupport policy for agriculture and brings up relevant suggestions.
