With constant development and progress of human society and advent of aknowledge-based economy. The strategic thought of" people first" is rooted in the hearts of thepeople gradually. Human capital, containing knowledge and technical ability, as a kind ofvaluable rare resource, play a more and more important role in current economic development.Chinese and foreign scholars have already developed and abundant human capital theory inlong-term exploration, and have put forward a lot of human capital level measuring methods.This article carries on measurement research of the human capital level factor under suchpremise.This article addresses that the human capital mainly consists of four kinds of factors:Education, training, health, migration. The human capital formation originates from the humancapital investment, the investment is the foundational condition which the human capital forms.The labor force quality structure, such as the knowledge degree, the skill condition,physiological and the psychologically condition forms the human capital entity. All thebehaviors and the expenses that is advantageous to form and improve labor force qualitystructure is the human capital investment. Therefore, the human capital investment mainlydivides into: the education and the training investment, the healthy and health care investmentand the labor force flow investment.This dissertation is divided into six parts in organization. The first part is introduction. Itgenerally reviews the theory of the domestic and foreign human capital and shows the subject,methods and the thought on the research. The Second part and the third part is a summary to thehuman capital level factor theory and mathematical approach, including the human capital andits the characteristic analysis, the human capital investment and the human capital forming, thenecessity of the human capital measurement, the principle, the method, the basic hypothesis andso on. The fourth part is the construction design of the human capital level factor system ofstatistical indicators. According to the principle of design, this article has designed the storageand the current quantity about the total amount of the potential human capital resources and thetotal amount of actual operation, the storage and the current quantity about the total amount tothe high, the preliminary potential human capital resources and the total amount of actualoperation and so on. According to the fourth part of indicators, the fifth part analyzes on theTianjin human capital present status. The last part is the summary to the whole article.
