Based On The "Potential Value Of Saving" Of The Natural Resources Utilization Efficiency Countering Total Quantity Hypothesis Revision And Application

Based on the case of economic development, resource use efficiency and resource consumption of the relationship between the total amount, especially resource utilization efficiency and economic gross increase caused by natural resources consumption increased the direct relationship. Improving the efficiency will insure the the development, the use amount of resources remain unchanged or even decreased in good condition to achieve the sustainable development of the state.Based on the concept of sustainable development of natural resources, the concept "potential value of saving" brought by technology under the condition of technology and so on, is introduced. Qualitative and quantitative analysis the significance of use of natural resources under the efficiency improved.By "potential value of saving" calculation in different areas of total water use and industrial water, and the ratio of them. The practical significance of the contribution of "potential value of saving" to the sustainable development of water resources is obtained.This paper discusses the relationship between the use efficiency of water resources and the economic development of the industrial water and the total water consumption, which is the representative of the economic development.
