Research On The Application Of BOT Financing Pattern In China

Since the implement of the reform and open-up policy in China, our economyhas developed rapidly and the people's living condition has improved greatly. Manyinfrastructure such as roads, bridges, ports, wharves, power supply system, watersupply system and environmental protection facilities can't satisfy the needs of oureconomic development and demand further exploitation and consummation.At present, traditional management pattern in infrastructure construction can'tmeet the needs of social economy's increasing development. Government investmentexist many maladies in infrastructure construction such as serious waste, lowefficiency and tremendous hazard. All these maladies has became a restrict element inour country's market economy development in depth.BOT pattern applies in the project which need large amount of investment, longbuilding period and retrieve slowly. BOT mainly focus on traffic department such asrailway, highway, bridges and tunnels, energy department such as power and gasdepartment and telecommunications department. The use of BOT pattern is veryimportant for our country to improve the bottleneck in our infrastructure construction.The theory part of this research include the definition, emergence and expansion,characteristic, function, main category, basic composition and operation procedure ofBOT pattern. In the application part of this research, first, I try to sum up someexperiences based on the cases of BOT using in foreign countries, and then comeback to discuss the application of BOT in China, mainly include the evolve of BOT,the necessity and favorable conditions of BOT expansion, and the present situationand existing problems of BOT development in China. The final target of this researchis trying to give some advices on how to solve the problems in the development ofBOT pattern in China.
