Because of its particularity of products and service, public infrastructures have been mainly monopolized by the government and its construction funds has been supported only by the government's finance for a long time too. But there is a inflation demand for public infrastructures in those two decade years, along with the fast development of economy, the construction funds needed in infrastructures that single offered by government's expenditure had been far from meeting the needs of the present. Therefore, in recent years, a reform led by marketization has being risen to attracting the social capital and introducing competition mechanism into the infrastructure industry around the world. How to promote the development of infrastructures industry, improve the efficiency, overcome the drawbacks caused by the government's monopoly and investment in infrastructures, the governments of various countries have found that the project financing is the best way to solve those question through constant practice and exploration, expecail the way of BOT, TOT with successful practices.In theory, the relevant research both at home and abroad discussing the project financing question in public infrastructure mainly focuses on the operational characteristic of infrastructure, the power of the government's control, the evaluation of government's systems and the pricing of the operation rights concession. In practice, most governments have been gone through or are going through various degree and different department nationalization and privatization reform in infrastructure industry, and repeated adjustment in public utilities of privatization with policy change, but there is not a unified mode that are adopted by various countries. At present, indicated by our country practice: the project financing can solve the short of funds and drawback under original systems in the public infrastructure industry, but in order to solve the infrastructure investment demand, risk evading and problem of management increasing continuously in the region, we still need to explore one's own development model according to the local social economic situation and development plan.In view of the above understanding, this thesis study in terms of the government and project company, on the basis of analyzing the management characteristic of the infrastructure, combining the characteristic of the project financing mode to solve the bottleneck problem of region infrastructure project construction and development, and then propose different financing modes on the base of competitiveness and monopoly that the infrastructure has in various degree, and carry on research to the different operation modes and management characteristic, so as to offer the valuable suggestion to the government and project company in regional infrastructure construction and operation management. One of this text's foundation views is public product theory and project distinguish theory of public infrastructure, which are the competitive reason introduced to the infrastructure field; The second one is the project financing theory, that is the effective method to solve the bottleneck problem that the infrastructure field meets. Then in this thesis explain the region public infrastructure characteristic and basic problem of financing, and introduce comprehensive BOT project mode concept system, and then draw an instance to describe it.This thesis divides into five Chapters, among of this Chapter 3 and Chapter 4 is the key parts. In the thesis at first explain the main purpose, important meaning and main range that study, and then put forward the overall thinking, describe the domestic and international dynamic research status; then focuses on how the concept go about evaluating and how the financing theory developing about public infrastructures; In order to introduce the comprehensive BOT project financing concept, the thesis start with public infrastructure industry characteristic to study the change of the public infrastructure's management nature and the evaluation of financing way under the power of the government's control, and special attention is devoted to discussing the practical problem of the public infrastructure, putting forward the operation sequence how introduce the comprehensive BOT project financing into the project. Then through the following instance analysis(the highway of Yunnan Province Gaoyao~Haikou ) to formulate the theory that put forward above, and around the question of this highway's ownership, the thesis prove that its financing problem can be effectively solved by introducing TOT project pattern(it is one of way among the comprehensive BOT project financing system), then puts forward various kinds of questions in the concrete course of operating which are restraint and annotated in the agreement; at the last of the thesis it summarizes the general imagination and main views, puts forward what the further study need to be implemented in future.
