As our country enters the new round of economic growth, its growth mode of relying on low costcompetition will suffer great shock. This objectively requires it to facilitate the shift of economicgrowth mode by enhancing self-innovation ability. Obviously the key of enhancing the ability ofself-innovation is talent. In this situation, this article puts forward that fiscal policies shouldsupport development of talents in self-innovation. From this point, this paper defines talents inself-innovation, analysis the basis, means, status quo and problems of developing talents inself-innovation and proposes special policy suggestions which will be helpful to authorities'policy-making.There are four chapters in this paper, the main content as follows:The first chapter expounds the theoretical foundation of supporting development of talents inself-innovation with fiscal policies. It provides the discussions in the subsequent chapters withbasis. This chapter defines "talents in self-innovation" and sums up its basic features. At thesame time, on this basis, it describes both the relationship between development of talents inself-innovation and economic growth, and the relationship between fiscal policies and economicgrowth. And then it gets the result that supporting development of talents in self-innovation withfiscal policies is fiscal policies' historic mission.The second chapter introduces the means of supporting development of talents in self-innovationwith fiscal policies. This chapter introduces the experience of other countries for reference fromfinancial expenditure and subsidy policies, tax policies and government procurement policies.The third chapter describes the status quo and problems of the fiscal policies for talents inself-innovation in China.The fourth chapter proposes policy suggestions and advocates to build a Chinese characteristics'fiscal policies system for talents in self-innovation from talents' training, motivation, attractingand corresponding policies.
