Under the background of the economic growth theory and practice,the important role of human capital in economy is attracting more attention of many countries'government. This paper is based on human capital mechanism analysis, which study financial education expenditure of Guangdong province in regional economic effect and how to coordinate the development of the Pearl River Delta, Eastern of Guangdong, Western of Guangdong and North of Guangdong. Since the reform and opening; the economic and social development has accomplished remarkable achievements; social undertakings are obtained the rapid development, education undertakings have also made very great achievement. In this background, research of fiscal education expenditure on economic influence has certain reference and guidance to coordinate development of the region economy and education. At first, this paper pays attention to the theoretical analysis of education product attributes. From the perspective of public products providing, this paper studies how the compulsory education and higher education is supplied. For efficiency of different supply modes compared, it is concluded that the obligation of higher education stage and education stage should adopt different supply modes. Next, this paper related theories of the human capital for reference and analysis. It analyzes how human capital affects economic development and education expenditure. Firstly,chapter 3 combining with data of related economic and education expenditure of Guangdong province, makes the statistical analysis between Education expenditure and economic development. Then combining Cobb-Douglas production function, it establishes the basic model of factors such as GDP, education expenditure and investment. Through EVIEWS related regression analysis, it draws a conclusion that the education expenditure plays a role as promoter action on economic development, and the crowd of different degrees'different contribution to economic growth. In the last chapter of this paper, it proposes some related suggestions to promote coordinated development of regional economy and education.
