With our economic system reform deepening and the force of opening to outsideexpanding, the competition in commercial area is more intense. We must carry outstate-owned capital seceding to shake off its difficult positions which state-ownedcapital's ruling status declined gradually, managing effectiveness low, distributedunevenly and lack core competitive forces. The author believes that the withdrawal ofstate-owned commercial capital is the dynamic process of raising state-ownedcommercial capital's market value and optimizing state-owned economic composition,and proposes that the arrangement of property right should be compatible with thecharacter of industry that converges to some suitable property modes throughspontaneous competition. The necessities of the withdrawal of state-ownedcommercial capital are determined by the primary pursuit for profit-maximum ofproperty right body and the character of final demand of commercial industry fromthe subjective and objective aspects of system arrangement.In view of the economic, ideological and institutional barriers to withdrawal ofstate-owned commercial capital, we should choose the golden opportunity when thenet capital value of enterprise can make up the compensation on employees totally,design the withdrawal time sequence from the angle of the withdrawal of commerceas a whole and its future competition and development. On basis of learning from theexperiences developed countries and transition ones, we contrive different withdrawalmodes to different types of enterprises. The government should give external supportfor the withdrawal of state-owned commercial capital from smoothening thewithdrawal barriers and optimizing the conditions of reform and development.
